Why do we need to make an announcement that we're going to make an announcement?
Why not just make it?
It runs the risk of being something of an anticlimax.

They announce it first so that the press radio and any interested parties can arrange to attend. Otherwise there won't be any one there to report what the announcement is.

Yeah but they only have about a max of 10 interested parties when it comes to media reporting. I don't think the Beijing Evening Telegraph are too arsed about attending.
